Land Markets in Russia and Siberia: from Resources to Assets

Abstract

Changes in volume and structure of land that is the property of citizens, companies (organizations), the state and municipalities correlate to critical events that impacted the development of the land market in Russia over the last 30 years. Owing to lengthy and rather inconsistent institutional reforms we have a conspicuous disproportion in distribution of various types of land resources between different kind of owners and land users, that is not conducive to their effective use as economic assets. A comparative analysis of the current state of affairs in separate segments of the land market over 2019–2020 for several regions of the Siberian Federal district demonstrated a significant variation in price depending on the type of permitted use and a size of plot. The current market and administrative tools do not achieve the balance between the population, business and public interests in land relations and hamper redistribution of land plots to more effective land users.
