Abstract

In 2023–2025, the resettlement of emergency and dilapidated housing, renovation, and comprehensive development of the territory were constantly on the agenda: two new bills were adopted, and another one was submitted for discussion. The discussion on changing the rules for financing the overhaul of apartment buildings continued. The article provides a comprehensive overview of the main trends in this area, both in terms of proposed legal innovations and in terms of the emerging practice of developing urban planning policy institutions; it identifies key institutional risks and prospects for their resolution within the framework of improving legal regulation.
