Abstract

The implementation of sustainable development tasks in the regions of Asian Russia is carried out in the period of structural transformation of the country’s economy. The paper analyzes the possibilities of inclusive growth in the conditions of preservation or aggravation of the former problems and the outlined investment recession. It substantiates the necessity and assesses the possibilities of inclusive growth when the need for transition to this type of development is exacerbated. The paper shows the influence of regional investments on the differences in the indicators reflecting the level of inclusion in the subjects of Asian Russia (hereinafter -AR). This allowed us to fix the trends that have emerged in recent years, reflecting changes in the structure, directions and participants of investment processes. It shows the preservation of asymmetry both between the central and Asian parts of Russia as a whole, and between territories within the AR macroregion. The answer to the question about the presence of regions in the AR with the ability to give investment impetus in the conditions of growth of external constraints is obtained. Conclusions are made about the transition to internal sources of investment and changes in their structure. The directions of stimulation and support of the investment offer by the population and regional budgets are offered. The paper demonstrates the prospects of growth in the use of public-private partnership mechanisms to enhance investment activity.
