Abstract

In the context of Russia's sharply increased isolation from global markets, the effectiveness of existing development institutions and industrial policy mechanisms is a pressing issue. To what extent are the tools in use adequate to the current challenges facing Russia? To what extent are they adapted to the tasks of import substitution, development and introduction of new technologies? In this paper we offer an answer to these questions based on the analysis of the programs of the Industry Development Fund to support import substitution, launched in 2014 after the first wave of international sanctions. The paper uses new for Russia methodological approaches to assess the effectiveness of industrial policy instruments.
