Abstract

The paper investigates some conditions for implementation of urban development initiatives on the basis of public-private partnership (PPP). It is shown that multi-subject nature of property relations should be taken into consideration in the modern policy of interaction between the state and business. The author analyses the valuation institute, which is widely used abroad, and yet only occasionally in Russia in order to attract private funds to invest in infrastructure and urban planning projects as well as to evaluate their effectiveness. The mechanism of targeted co-financing by public and private investors of urban development measure involving the valuation institute is described. Foreign and domestic cases are presented, showing some features of its practical application. The role of specialized project finance societies as a relatively new legal element in implementation of infrastructure projects is highlighted.
