A Review of Barriers to Introducing Innovative Technologies in Russia’s Oil and Gas Sector

Abstract

The study focuses on developing recommendations for improving scientific and technical policy in Russia’s oil and gas sector based on an analysis of barriers to the implementation of innovative solutions. An analysis of Rosstat data on trends in the development and use of advanced production technologies shows that Russian oil and gas companies do not devote sufficient attention to this area, and most of the technologies in use belong to “older generations.” The most significant barriers to the adoption of innovations include a shortage of qualified personnel; difficulties in integrating new technologies into existing processes; and the long payback period for investments in new technologies. Government innovation-oriented policies can and should help overcome these barriers, including through technical regulation mechanisms, assistance in bringing Russian products and services to foreign markets, and encouraging collaboration between oil and gas companies and equipment suppliers, universities, and research institutes.
