Abstract

The paper analyzes the attitude of key stakeholders (employers and applicants) of the Sverdlovsk region to the activities, results, main goals, and principles of the employment services. The study was conducted to determine promising directions for the development of the employment promotion system in the region. It showed that stakeholders are generally satisfied with the current set of services provided by employment services but are interested in expanding their list. In the context of a pandemic, changes in the labor market, digitalization of public relations, considering personal requests, regional and territorial specifics is becoming increasingly important. Stakeholders see the need for systemic changes «from above», considering general trends and government policy, and adapting the activities of employment centers «from below» – to the specifics of the region, territory, and category of clients.
