Abstract
The authors consider the concept of industrial symbiosis and substantiate its relevance in the context of aggressive climate policy. It is shown that organization of symbiotic exchanges between enterprises belonging to traditionally independent industries contributes to improvement of their overall economic efficiency. Companies pursuing carbon neutrality by implementing the business model of industrial symbiosis are able not only to reduce the carbon footprint, but also to improve the quality and performance of their products. In addition, cooperation within the industrial ecosystem, including the joint financing of infrastructure development, allows to extract additional benefits of interaction and form a sustainable strategy for the development of the territory. The experience of successfully developing carbon hubs suggests that government support programs can significantly accelerate the evolution of sustainable symbiotic relationships and the achievement of carbon neutrality by enterprises in the territory of eco-industrial clusters. The development of carbon regulation, introduction of verifiable carbon reporting and subsidization of low-carbon technology implementation by the government are necessary to maintain the competitiveness of the Russian economy.References
