Abstract

Free economic zones are an effective economic development potential of individual territories, but it is not yet mastered in Russia. Causes of numerous failures of specific projects are concentrated in nonsequential administration. It is useful to combine the experience of activity zone with the development of its infrastructure on the example of the technical and economic zones in Xinjiang, Urumqi, which consists in the gradual establishment of the FEZ from simple to complex.
