Abstract

The paper analyzes the experience of implementing indicative planning in the Netherlands, France, Japan, South Korea, China, and India, which is largely based on the Frisch-Tinbergen model. It has been shown that in real life, it is necessary to adjust and balance constantly economic policy methods in order to minimize public losses from the impossibility of achieving all the goals of indicative planning simultaneously. The article focuses on the elements of the analyzed countries' practical experience in implementing an indicative planning system that, according to the authors, are most relevant to Russian realities. The key conditions for the successful implementation of the indicative planning system should be the consistency of short-term and long-term goals, the optimization of the set of economic policy instruments, and the effective coordination of actions by all economic entities, including federal and regional authorities and private businesses.
