Abstract

The paper introduces and develops the concept of “sovereign human capital” as a form of human capital that meets the needs of a sovereign economy. Its criteria are proposed and justified from the point of view of: (1) immunity to “flight” within the framework of migration processes, (2) spatial distribution ensuring the connectivity of the country’s territory, (3) self-sufficiency of the socio-professional and sectoral structure of the economy, allowing for the production of necessary types of products, (4) conformity of the value system of professionals with traditional values. The study assesses the degree of compliance of the human capital accumulated in Russia with the proposed criteria of sovereignty on the basis of Russian empirical data on interregional and international migration of specialists, on transformation of employment composition by level of education in the regions, on the sectoral structure of employment, and on the value attitudes of specialists with different levels of education and job profiles.
