Abstract

 The paper considers the accessibility of health services provided by state medical institutions to the Russian population. The dynamics of the resources of healthcare organizations, as well as the availability of medical care and the reasons for failure to deliver it in 2011–2022 are investigated. The change in the average time spent on receiving an ambulance, making an appointment with a doctor, and waiting for an appointment or a doctor’s examination was analyzed. The factors influencing the waiting time and uptake of medical services have been identified, including the poor resource status of outpatient clinics, the reduction of secondary medical staff, ambulance specialists, etc. It has been established that the Covid-19 pandemic has negatively affected the availability of medical care provided by public health organizations. A brief overview of measures taken by government agencies to increase the availability of medical services is provided.
