Abstract
The paper estimates the effect of public healthcare expenditures on population health in Russia, Germany and Japan. One indicator of health is the overall mortality rate. It is determined that the sensitivity of the overall mortality rate to a one percent change in well-being and lifestyle factors is higher than to a one percent change in health care costs in all the countries considered. In Russia, there is a positive effect of reducing overall mortality from rising healthcare costs, while to create a positive effect in Germany and Japan requires not only more substantial investments in healthcare but, more importantly, breakthrough technologies to combat cancer and neurological diseases.References
