Abstract

The authors conducted narrative analysis of transcripts of the State Duma sessions to study the role of public procurement in the state innovation policy of Russia. The transcripts were selected for analysis using the PRISMA method based on 35 key word combinations. The results of the study led to the conclusion that public procurement is practically not considered as an independent element of innovation policy, and the topic of innovation development is often left in the background or substituted by other goals (for example, import substitution or preferences for domestic producers).
