Program-targeted TPCs in the Context of Mobilization Economy (to the 100th anniversary of the birth of M.K. Bandman)

Abstract

The relevance of mobilization economy for Russia in the scientific literature and political discussions is justified from different positions: from a new radical reform of the socio-political system to recommendations to focus resources on solving specific problems. Historical examples of overcoming difficulties help to choose the right direction. One of them is the experience of formation of program-targeted territorial-production complexes (TPK) in 1970–1990, the theory and methodology of studying which was developed by Doctor of Economics, Professor M.K. Bandman. Together with his colleagues, he showed that the main condition for the effectiveness of their formation and development is purposeful activity within the framework of the dichotomy “problem – program”. The projection of the doctrine of program-targeted TPCs onto the modern reality of the Russian economy, including its northern resource regions, shows the advantages of a constructive approach to solving specific national economic problems over the ideas of a new total reforming of our country.
