Abstract

The paper analyzes the issues of providing the population of the Arctic zone of the Republic of Sakha (Yakutia) with modern comfortable housing. The research substantiates the need to improve the regulatory framework in terms of importing materials and construction and installation works, pricing, development of financing system, economic incentives for entrepreneurship in the field of construction, introduction of modern structural and technological solutions of buildings adapted to natural, climatic and infrastructural conditions of the Arctic. The authors put forward the mechanism of economic stimulation of construction organizations in order to implement projects for the construction of comfortable housing, including the participation of mining companies in the financing and support of such projects in the framework of social investment, attraction of funds from the Fund to promote the reform of housing and communal services, provision of subsidies from budgets for capital investment in residential facilities in the implementation of projects of integrated development of territories.
