Abstract
The paper reviews options for revising the current refinery modernization program in order to change the development strategy of the Russian oil refining industry under the sanctions regime. The risks and opportunities of Russian oil refining are analyzed and the sequence of necessary steps to stabilize its work in emergency conditions is proposed. It is demonstrated that the creation of a single coordinating center of industry development will strengthen the competitive position of the Russian oil industry in the world market.References
