Abstract

The article discusses conceptual basis for the national planning. Based on the original view of socio-economic formation as the domination of one or another factor of production, the author argues that socialism is not a definite separate formation, but rather a type of economic policy, and national planning is not a basic feature of socialism, but just an objective necessity for an effective state administration. Critically reviewing the experience of the Soviet State Planning Committee (Gosplan), the author offers his vision of the priorities of national planning in modern economic and geopolitical conditions (volume and structure of the national market, directions of public and private investments, issues of national security) and determines possible directions of such plans.
