Abstract

The paper describes an approach to development of a system for monitoring the socio-economic performance of regions that would support response measures for overcoming the consequences of the crisis as well as implementing the Russian national development goals at the regional level. The authors developed a methodological approach to short-term comparative assessment of the socio-economic performance of Russian regions based on static and dynamic composite indices. The static index combines regional indicators based on annual data that characterize the most significant aspects of regional development linked to the implementation of Russia’s national development goals. The dynamic index includes regional characteristics based on monthly (or quarterly) data and allows assessing changes in the socio-economic situation of each region during the current year. The paper presents the use of proposed indices to analyze the changes in the economic and social sphere of the regions in 2020, determines the regions that require federal support, identifies the most significant components of the crisis in different regions of Russia.
