Abstract

The paper proves that during the years of Perestroika, officials gave a very critical assessment of the scientific and technological progress state in the USSR in the 70-80s at all its stages: from fundamental science to implementation in production. Measures were planned to remove obstacles to scientific and technological progress. But they did not ensure a serious change. With the help of a wide range of indicators (Nobel Prizes, citations, sale of licenses and high-tech equipment on the world market), the huge underperformance of Soviet science and the results of its implementation compared to the level of the leading capitalist countries in the 70-80s is revealed. It was even greater in relation to the utilization efficiency of the resources involved in science. This lag concerned not only the civilian, but also the defense sphere, although to a lesser extent. The reasons of the ineffectiveness of measures to accelerate scientific and technological progress, outlined in the years of Perestroika, are explained. One of those was the democratization of activities in the scientific organizations
