Abstract
The possibility of creation of priority social and economic development areas in factory-based towns has been studied. The situation in factory-based town Yurga, Kemerovo region, has been analyzed, and the factors discouraging the successful complex investment plan implementation and the program of economical preferential treatment area creation have been studied. The program of creation of priority social and economical development area in factory-based town, based on detaching sectoral complexes (clusters) as key residents is introduced. The stages of municipal cluster creation and direction of cluster operation are described; the agro industrial cluster development prospects have been determined.References
