Abstract

The authors believe that it is necessary to innovative transformations in the current legislation the anti-monopoly regulation and the system of patenting, which should form the new rules of the game for the realization of patent rights. Possession of exclusive rights shall initiate and motivate to innovation and new scientific achievements, and not to create conditions for abuse on the market in the form of the patent monopoly
