Abstract

Attempts of Russian State to solve territorial problems, develop federal regional policy were not successful. Instead of logical and interconnected actions Russian authorities work in ambulance mode. New Russian regional policy still does not have institutional, legal and financial base. Nobody does not use tremendous experience of developed countries or Russia/USSR (in the field).
