Abstract
Analyzing the dynamics of the number of university students and the cost of their training in the world since the 12th century and a 19th century Russia. to date, the author concludes that this growth in recent years is not accompanied by an adequate increase in meaningful innovation, cultural and other achievements. The article provides recommendations to improve the effectiveness of financing of higher education in Russia.References
