Abstract

The paper discusses the fact that there is the considerable number of the poor in Russia at a rather high average income per capita. The reason is an excessive gap in incomes of the poor and the rich which twice higher than in developed capitalist countries. The paper presents the proposals on reducing poverty and social inequalities radically by introducing a higher minimum-wage, and higher pensions and social assistance to low-income children.
