Modern Features of Medical and Demographic Processes in the Siberian Federal District

The analysis of demographic processes in the Siberian Federal district, showed that they have some special features. The birth rate in the district is higher than in Russia, overall mortality almost equal to those of Russia, average life expectancy in the Siberian Federal district is growing slightly faster than in the country, but remains more than 2 years below.
Insufficient effectiveness of the measures indicate a lack of attention to this problem on the part of government at all levels. It is obvious that a more persistent and principled, their implementation and additional measures for the establishment in Siberia of more favourable conditions for people inhabiting it, and the attraction of living in the European regions of Russia and other countries.

Trends of Health Insurance

The article briefly analyzes the current state of the Russian insurance medicine against the background of global trends. It is shown that the insurance scheme is not the only and not necessarily the most efficient way of organizing health care financing. Are some «pain points» of health insurance.

Rationalization of the use of Resources in the Russian Healthcare

The article analyzes the situation in the national healthcare and some of the results of its reforming. If substantial deficit financing of the sector is a misallocation of resources allocated. Proposes a number of measures to optimize the structure of health and rationalizing the use of resources through improvement of motivation as the activities of health institutions in General and the remuneration of health workers.

Health Financing: Methods and Results

The article deals with the essence of health financing institutions of compulsory health insurance (CHI). It is shown that the amount of financing of medical institutions should be based on the standards of medical aid per person per year, but in the basic benefits package - per insured person. A comparison of financial standards approved in the Novosibirsk region, with the average standards in the Russian Federation. The conclusion about the need to increase the responsibility of health insurance companies by the quality control organization of health services.

The Financial Instability Hypothesis: Theoretical Content and the Reality of Post-Soviet Russia

The paper gives basic theoretical ideas of the financial instability hypothesis invented by Hyman Philip Minsky. The author shows how this theory explains the Global Crisis 2008 – 2009 and previous crises in the Western countries. The special attention is devoted to the crises in the Post-Soviet Russian economy – from financial crisis of August 1998 to the bankruptcies of travel agencies of the North-West in 2014 – 2015.

Financial Resources and Quantitative Results of Russian Health Care (Econometric Model).

The paper proposes the indicators for competitiveness measurement, and it analyzes the dynamics of them for 30 types of the Russian consumer and investment products over 2013-2015. This analysis allows estimating the Russian foreign economic relations to understand the prospects of the non-oil export and its import substitution.

On the Balance of Power on the Eurasian Integration Space

Shows the placement of the integration forces in Western, Central and Eastern territories of the Eurasian continent to assess the prospects of the Eurasian economic Union. Established that there are no antagonism and competition between the project «Economic zone of the silk road» and the Eurasian economic Union at the beginning stages. Both projects are imbued with a spirit of collegiality, complementarity and openness. At the same time practical consolidation requires deep mutual conceptual, legal, management and project development.

What does Tell a Deviation from Zipf’s law?

The paper discusses connection between Zipf’s law and regulatory mechanisms of development of city system; influence of observed units and sample size on the deviation of the distribution from the predictions is estimated. The study relays on comparisons of Zipf’s coefficients and of the distributions for different periods and various approaches to the city definition. The conclusions are that the deviation from the rule rank-size depends on sample size and on observed units; and it is incorrectly to treat this fact as an imperfection of the city system and as a decrease of economic efficiency.

Strategic Planning on the Municipal Level: Whim or Necessity

The article covers strategic planning at the municipal level. The aim of the article is to determine the need for strategic planning in the municipalities of modern Russia. The tasks: to study the modern regulative basis of standards of strategic planning in Russia; to give some examples of the creation of strategic planning documents in the cities. The methods used: qualitative, comparative and systematic analyses, synthesis. As the result of the conducted study, there is the conclusion on the necessity of systems of strategic planning documents in Russian cities.

Real Options: a Panacea has Been Found?

In recent decades the real options method is actively used as a tool for evaluating of the effectiveness of investment projects in the world practice. This paper investigates the possibilities of application of the concept of real options to the analysis of innovative projects. The essential characteristics of this concept are presented and the possible areas of its application are indicated. The specificity and problems of evaluation of innovative projects in high-technology industries are explored. The practical results of applying the real options method for evaluation of economic effectiveness of innovative projects are described and analyzed in the paper. It is shown, that using of this method expands the tools of the investor for justification of decisions to invest in innovative projects.
